People don't under how mih works so allow me to explain. So uhhh... People that are dead will not be brought to the new universe, there will be instead another version of them. And since Rohan Kishibe didn't die, he got brought to the new universe where Jolyne is called Irene. Thats how mih works from what i understood

Rohan Kishibe of Jojolands is probably a character from the same world line as the spin-off work, 「Thus spoke Kishibe Rohan」.Therefore, it is assumed that he can use Heaven's Door.

That or Heaven’s Door will have a slightly different ability like Yoshikage Kira did in Jojolion with him sending multiple bombs at a time and could manipulate the size of them.

It's impossible, he was already killed even by Pucci, which the only way for him to appear is an alternate version, like Qtaro, but not his original personality. Although it would be interesting to know if there is an alternative version of Jotaro or the most similar in Jojolands

Araki has stated this is an Alternate universe not connected to the Parts 1-6 Universe....that said there's still a possibilty of a Multiverse of Jojo so anything is possible!
