His stand is pretty damn powerful. It has a limited range but it instantly renders someone incapable of moving and can pretty much do anything. In a way it’s biggest limit is how sparingly Rohan uses it and how little he cares about getting involved with others. He defeated two gods and an entity that thrives even on alien planets in just a few minutes each .

at 1:12, they use almost the same UI as Jojo Heritage for the Future, the round counter, the timer, even the meter are almost the exact same. I love small details like this and I'm glad to see that Araki, or maybe just David Productions does as well.

Made In Heaven is Ascended. Pucci himself didn't ascend. Made In Heaven is the product of the heaven plan. The World Over Heaven is the result of a stand that goes beyond the heaven plan.

IMO,one of the reasons why I love the Rohan OVA is truly cuz of how "bizarre" it is(pun not intended) The events in JJBA are bizarre but at least there's an explanation and reason behind it which makes it a bit less bizarre but the Rohan OVA on the other hand,shit is weird as hell and I love it
