Looks like a very efficient operation to me. Messy is part of the game. I load trucks in a transfer station and the mess is, in most cases, inevitable. The loader probably tamps the loaded trailer with the bucket so it can be tarped and then goes down to the bottom side every now and then, pushes the over spill against the wall when no trailer is there and throws it in the recycle bin in the lower left of the screen. A rolloff truck can then grab it and dump in the first trailer the next day as it starts all over again. A baffle would help direct the flow into the trailer but there will still be cleanup. Also, the cost of maintenance and eventual repairs to it. Additionally, the support structure for the baffle would be an obstacle to maneuver around and avoid while cleaning up not to mention other equipment/vehicles that may operate through the area.
