That covridog you had, the Luca, was probably boiled a bit in water with baking soda like the Buzau or the Bavarian pretzels to get that texture. The dough was supposed to be that way, but I may be wrong since I'm not from Bucharest and never been that that bakery in particular.

The cheese in papanasi is in the dough itself. That creamy thing on top it's just sour cream

Honestly, the second location you went to is not exactly known for good food. People come there for drinks and mostly for the scenery. The setting is spectacular and they also offer shows in the evening, with traditional dances and live music. But as far as food goes, it's pretty mediocre and overpriced. But hey, as a tourist, you could have done worse...
