As someone who has a history taking PEDs for bodybuilding, I can comfortably say that Costa is most likely using (or has used in the past). Yoel Romero is a little harder to guage, and regardless, a very impressive physical specimen. Both fighters have extremely good genetics - I've just seen some photos of Costa (ie. when he had his biceps surgery and he looked flat, bloated, etc.) that would lead me to believe he's using.

Not just chin. I mean Costa hit him in the first round with like 3 - 4 hard body kicks in a fucking row and he did not look bothered about it at all. That scared me he just ate them like jabs to the body.
