This tourist does not touch the horse's reins insistently. Does not have an ambiguous, even rude, posture towards the king's guards.. He just laughs at the guard's seriousness. He is even surprised not to be able to distract him and even shows admiration. He doesn't even understand why this Englishman is bothering a simple tourist with his camera.

MOD is Ministry of Defence , they are the armed police a civilian police force employed by the Ministry of Defence on military property their role is security and antiterrorism .

The French lad in this video was dealt with by a regular London (Metropolitan) Police officer. 👍🏻 Edit: I've just read that there were extra Metropolitan Police around today because the new Prime Minister was in the vicinity.

They have never known discipline or been taught self discipline. By that I mean safety for self and others and consideration for others. They fail at normal socialisation. You have spent years, being amongst grown pupils who haven’t matured much in other ways since they were 2/ 3/4/5 years old. Tourists who behave disrespectfully at the Tomb of the Unknown Soldier in the U.S. would soon find themselves face down on the ground in handcuffs. Police assigned to Arlington Natonal Cemetery handle physical intervention, not the Tomb Sentinels, who shout warnings but don't take direct action unless an intrude crosses the barrier and tries to touch the Tomb.
