True. Most spies operate with diplomatic cover. There are also many who operate with Non-Official Cover (NOC). Those are the folks most people think of when they visualize spies (Thanks Ian Fleming and Tom Clancy).

@sununtaschnittker6469Ай бұрын
I worked CIA operations for over 30 years. Non-official cover officers (NOC's - nahks) are high maintenance and usually poorly trained since they never really do case officer work (spot sources of specific intel needed, access their access, develop them for recruitment, recruit them and then regularly collect intel that is well sourced and worth disseminating - straightforward, yes, but NOT easy), they are usually used to only collect from high profile assets who cannot be caught dead (literally) with an American "diplomat". In CIA, their care and feeding was a GIANT pain in the ass, their commercial cover usually flimsy, most COS's felt they were just not worth the trouble, secure communication with them never easy and of course if caught they were not official Americans and would be in deep feces - keep in mind if they were under diplomatic cover it would not necessarily solve that problem, MOST American diplomats do NOT have "diplomatic immunity" despite the movies and such, you have to be on the "diplomatic list" to have same and usually the number is the same for both countries i.e. if the Belgians have 6 diplomats in Washington and the USA had 20 in Brussells, only 6 Americans get on the "dip list". Of course, it the host country is not hostile they will just kick you out - persona non grata PNG.

Putin spoke once about his experience as a European field agent during the fall of the Soviet Union -- at a certain critical point, as they listened for orders, "Moscow fell silent". Did other portions of the Russian spy network (in America and elsewhere) experience the same interruption of C3? Were there some that drifted off entirely, quitting or setting themselves up as independent outfits? I'm certain there has to be a fascinating history here.

USSR collapsed, while the US and NATO did not. Russia went through a tumultuous transition of power if you recall, with the KGB taking over industry and becoming the oligarchs. They planted 3 Deputy PMs in Yeltsin's cabinet, then 1 of them was annointed to take over in Dec 1999, assuming office Jan 1, 2000. He then purged all the oligarchs that handed him power, and replaced them with loyalists who became billionaires overnight. His name is Vladimir Putin.

I met one businessman who barely broached the subject of politics, complaining that it was a rigged system with no room for dissenting voices, because they would be arrested. Russians instinctively know they have to back their strong man, because everyone is out to get them. They truly believe that greedy capitalists want to come steal their resources, as they have been told that Russia is the best, biggest country in the world with the most resources. Never mind that they aren't a value-added economy and live in the sub-arctic with no real access to the seas or major trade routes. Everything Zeihan says seems logical, but a little over a year ago (April) we encountered a couple (they said they were Latvian) at a nearly deserted RV park here in Wyoming. They said they were traveling around hiking. Being on the road to Yellowstone, we're used to having tourists from all over the world, so we greeted them in our usual friendly way. Their behavior, however, was bizarre. Innocent questions about their RV were greeted with "OMG! We're about to get caught!" looks and awkward attempts at making jokes. They looked guilty as hell (of what I don't know) and nervous, and when I introduced them the RV park manager and told them he was also the town constable it got worse. I don't know if they were spies. They could have been running drugs or engaged in some other illegal activity, but it was the strangest encounter. My husband and I worked in Washington, DC, before retiring some years ago (my husband at the Pentagon) but we didn't tell them that. Most government employees in DC have a high-level mistrust of Russians. BTW, the "husband" was a ringer for Putin. :)

At one point I was the CIO of the spacecraft plant. This was in a different group, operations, than I had been in before, which was engineering. All of a sudden, I became aware of details that in engineering I would not have dealt with. One was that the company (in conjunction with relevant government agencies, I assume) was tracking 15 known Soviet spies. The word "known" was stressed because we knew that we did not know all of them. I have started to see renewed talk about "illegals" in the press these days. There was a long and detailed article in the WSJ very recently about some in Europe that were caught recently.
