another great location especially for Alliance is the Dragonmaw Clan in Wetlands (where you do the War Banners quest). Plenty of people here usually and the orcs casts nets 24/7 so just run around and BoF people :D

it’s going to be harder to find people in the usual spots now than it was, less low lvl people in new phase. But yeah try Ashenvale :)

another good spot is BFD. u can freedom the melee that always complain about being stuck in frost novas ;)
