Respectfully .. first maneuver is a cervical release all day long; the second is much more specific in my opinion as a 20 year technique instructor.

To me this is not C0-C1, but an end range rotation manipulation. Direction of the thrust for C0-C1 is the opposite eye, and he did not even mention that

The thrust for a C0-C1 manipulation is towards the opposite eye of the patient. This seems like an end range rotation manipulation to me

But if the Atlas is already unstable and giving the patient a variety of symptoms , then how to stabilize and maintain the stability ?

Manipulation is only applied in areas of restriction. Instability should be ruled out before any direct manipulative therapy. Rehabilitative exercise is the treatment for unstable regions.

Some vertigo can be cervicogenic, in other words it can be related to the neck. A thorough examination can determine that and rule out other causes. If your vertigo is cervicogenic cervical manipulation may be helpful. Dr M.
