Its very heroic not just resisting the ring and the Witch-King, but also enduring the absence of anyone telling him hes doing the right thing. He could have just convinced himself its a waste of time and that Saurons too powerful. At least Celebrimbor was there to remind him of revenge. The fact he convinced himself he could hold Mordor is very ambitious

I can't help but think Talion makes these comments out of habit, too accustomed to hearing Celebrimbor's sarcastic comments in response, but now there is only an echo.

The only other person Talion have contact with now would be the Witch King. They talked when Talion arrive to claim the fortress, the Witch King trying to convince Talion to join their rank. At the end when Talion finally fell, he was the one who stepped up and tell him it is over. So these whispers are just the middle part of their entire conversation.

Pretty sure it’s the Witch King. It’s the Witch King that took an interest in Talion earlier, it speaks of how it also fell to one of the Rings. It refers in the collective. ‘We’ or ‘Us’. Referring to a collective, the only group that seeks Talion is the Nazgûl

It's both the Witch-King and Isildur that's talking to him. The Witch-King is telling Talion how he'll soon fall with each passing year he wears the ring. Isildur is also speaking to him, cause he says "I was like you once, I resisted. But soon, I fell. You, too, will fall." Talion is not only hearing the Witch-King's voice, but he's also hearing Isildur's voice.

Okay I’m convinced this is the ring speaking to him bc he says “it whispers to him like a lover, a jailer” which is what the voice is doing as it taunts him and says he’ll “give in to the nine”

Its amazing, from our perspective the shadow wars happens quick, going from region to region, taking forts quickly, but from Talion's perspective, this is an act that took decades of life to do.

Sadly I replayed an earlier mission, so I no longer get the epic Sauron threat when I load in.

No, it's not Celebrimbor's voice. Tyelpe became one with Mairon/Sauron. Although, Isildur's wrath was somehow either released or trapped in Barad-Dûr. It's the Witch-King, who is talking. Remember in Act III, there is a video, with Shelob talking, where we see Talion becoming one of them, with Witch-King welcoming him. Remember this line, too: "Your fate was my fate. I resisted, but like the others, I too fell." 2:07
