I think the best way to view Tactics is that everything it says is canon unless something else makes a contradiction. Tactics is basically lowest tier canon rather than quantum canon, it can be overridden at any time but is canon until stated otherwise.

In conclusion, there’s no reason whatsoever in having a successful Fallout Tv Show once again it boils down in creatively bankrupt by those who said lacks creative thinking, rather having new factions , new setting , new social climate in said region. Obsidian have already laid out their golden goose, in the form of New Vegas both in culture and said themes of conflict yet Bethesda never once tried to be inspired from New Vegas as a mere framework foundation. Like it or not people do want intriguing complex writing especially in Fallout nonetheless in an Post-Post apocalypse setting of human society rebuilding, in said new world however legacy of said old world still lingers be it symbolism or actual ghosts themselves. Such as Mr House for example a actual Pre-War immortal mogul yet his character in FNV, gives you a glimpse how things were before the Bombs dropped if not plenty of environmental stories seen in F3 , FNV and 4 touches on these in former residents or just workers about in various different locations by terminals or holotapess. Now obviously it may seem like a daunting task at first after all there’s a lot of lore in Fallout Universe, and no one can blame Christopher Nolan for that however what I would argue is that make a new lore than have said new region rather just cannibalise the West Coast in utter off-screen butcher the NCR just to make said message clear, especially Southern California once again returned back to said lawless wasteland even tho that’s far from actual in-universe reality since there’s factions such as FoTa , Gun Runners and Crimson Caravan so where are there? Once again creative bankrupt, erasing everything about F1 , F2 and FNV world building and lore that makes a canonical progressivism development of intrigue storytelling. The NCR represents everything I’ve mentioned sure the faction is emulating said Pre-War America ideals such as freedom and democracy, both its strengths and unsavoury weaknesses unfortunately however as Caesar himself said so the NCR prospers and flourish under President Tandi the very same you’ve rescued in Fallout 1 by the Vault Dweller essentially helped to co-found the NCR. In fallout 2 as time passed, you’ve seen Northern and Southern California has become civilised to some extent with various different communities hell San Francisco is ruled by the Shi Chinese descents originated from their ancestors Submarine Crewmen, on the coasts of California once again this makes sense considering Fallout 4 we had the Yangtze in said launching nukes. Therefore if fans like us are capable, of actually providing or rather suggesting a decent yet plausible way plot-lines for how the Fallout Tv Show could’ve succeed by its own merits and 2 legs to stand one without needlessly cannibalise the West Coast. What is Christopher Nolan’s excuse when he claims ‘You can’t please everyone…I meant we have to dumbed it all down just so the masses can enjoy’ this is a red flag it tells everything that these people are incapable of creative thinking. Bethesda said that the game isn't canon, but that they reserve the right to make canon again selected elements of the story and worldbuilding of Tactics when they deem it useful.

Said rogue chapter recruiting super mutants. (As stated in the FO3 game guide) 3. Said chapter having once had a fleet of airships, which are believed to be destroyed. (As stated by Kells in FO4)

The TV show doesn't really muddy anything about the NCR. The Nuke image is farther on the timeline than the fall, and the fall could mean a lot of things, and could just refer to Shady Sands alone and not the NCR as a whole
