Back in the early 90s, Williams have traction control so precise, the car basically drove itself. Nigel Mansell won 1991 Drivers Championship on one such vehicle.

How does the FIA limit CFD usage? What's stopping some engineer from running basic models on a private computer?

They control the transferring of the files. So if a file was shared to a personal computer and opened. The FIA/F1 would see that. There are ways around this I won’t go into here but that’s how it’s controlled.
