Weather Report is one of the most interesting Stands in Jojo's Bizarre Adventure: Part 6 - Stone Ocean, alongside it's suppressed ability Heavy Weather.
In this epic 47+ minute long video, we're going to dissect the science behind Weather Report and Heavy Weather, and explain how it makes sense... mostly.
Weather Report won the poll on my last Stand Analysis video. This was voted for by you guys! Weather's Stand is a very interesting Stand to discuss within Jojo's Bizarre Adventure: Stone Ocean, and has a complex power which seemingly makes no sense at first. How does it work? We all have our own interpretations. I will attempt to explain Weather Report and Heavy Weather in the most accurate way possible.

Weather Report is a Stand that appears a little bit into Stone Ocean, yet we see it's User prior to the Stand's reveal. Weather Report's User, Wes Bluemarine, has many plot twists involved in his story and has one of the most interesting plotlines in all of Jojo, in my opinion.
Weather Report has many strong weather-related abilities as well as it's suppressed ability Heavy Weather. We're going to dive down deep into the science of the Weather Control ability, along with the science and psychology behind the Heavy Weather ability.
There is a decent amount of "Jojo-logic" involved in the Heavy Weather ability and how it works, but also a good chunk of science too. So please enjoy, as we dissect this Stand as usual.

The Manga explains he's precise until he keeps his cloud in very close range and in a limited area. The larger the phenomenon it creates and less precise the stand becomes. Creating large tornado, thunder stroms or something like that would basically cause a massacre of innocents, and Weather would never did that (not intentionally).

As for Heavy Weather it has been said that the people affected belive in the change so much that they actually physically transform into snails. It's much more simple that way and still makes sense

it's actually that they think that those that are also under the effect of the messages are actually turning into snails(hence why jolyne still could use her stand despite being a snail as well as birds attemting to crawl like a snail during the heavy weather arc)

I think weather report never let Wes kill himself, since Wes has not full control over it. After Perla's death Wes personality was almost "split". Once is the nice, suffering man who has lost everything and just wants to end his life. The other side is the side that hates everything and everyone, that needs revenge above all things, an enjoin making the world suffer as well. This secondo side of Wes is the one that controls Heavy Weather, and is the one that would not allow him to die until every living thing has suffered has he did. I also speculated that the idea this side of Weather uses the subliminal messages to attack people was meant to show on a higher level how different Wes and Enrico are: at his absolute worst, when his hater's takes control, Weather shatters and manipulated the minds of all things... Just like Withesnake does. In his lowest moments, that part of Wes is just like his brother. The different his, Weather takes responsibility of what his stand does, he knows its wrong and there why he literally just wants to die. While Enrico used the "Heaven" philosophy to justify and rationalize what happened to Perla, running from his how responsibilities, Wes seeked vengeance and then wanted to pay for what he did, for the good of other people (actually good, not like Enrico). Also, about the range/precision observation in the video, the offices Italian translation of part 6 confirmes your claim. The larger the phenomenon is, and the far it is from him, less precise it will be. This is also visible in the Rain frog, where Wes had to use it strike Withesnake, but he also had to hope Jolyne could cover herself. Also, creating large tornados and stuff would expose the surroundings to excessive collateral damage, something Wes would not do (not intentionally).

24:05 I think that in this case Weather Report's own powers are in fact a bit of JoJo logic. Weather Report, although it can be considered a Stand that "controls the weather" perhaps its powers in particular are that of a Stand that "replicates meteorological phenomena" no matter how rare or abnormal.

Ima be honest: Grind on those part 6 stand vids for while, but don't upload them, then as the anime comes out, time them to come out AS SOON as the episodes get released to farm those views. edit: As of November 2021, we now know that episodes will release in 12 episode batches, this idea isn't as great anymore, but it is still viable. Releasing episodes over the course of a week afterwards could work. Redoing some of the part 6 stands you've already done with anime visuals could work as well.

The bit in the beginning about stands being alive/fighting to exist- is why Silver Chariot is my fav stand. He is one of the few stands that really emotes and shows personality. Which makes his separation from polneraff all the more heartbreaking. He cried when polneraff died, and even in his requiem state, he seemed lifeless and alone even fufiling polneraff a last wishes.

The section about Stands wanting to live around 7:48 now makes me wonder what kind of person Highway to Hell's original user was before Pucci stole it and gave it to Thunder McQueen. Though I realized upon writing that it could have been an Okuyasu situation: the user was far too kind and/or optimistic to use HtH effectively, its dangerous power ironically making them the perfect person to have it. Good video!

Some animals perceive color different from how we do. Maybe the bugs which didn’t get transformed were only able to partially perceive the illusion. Being able to see the snails, without being turned into ones.

I've been refreshed on my entire elementary, early middle school, and 10th grade year science to fully understand Weather Report's capabilities. When I first read Stone Ocean, I knew this would be a broken stand, but maaan, I didn't fully catch on exactly how broken he truly is. Thanks for the incredible video!
