Also since sonic cannot siwm or float, he can still runs along the bottom of the Ocean level just like on land, except that he moves slower and must regularly replenish his air.

Well you are not wrong with mario using the environment, but there are also a lot of fights where he beats him with his own powers. Plus most of the final fights in Sonic games have him use the chaos emeralds, so...
