I understand what you're going for but those are two vastly different situations. Though I don't think a simple glance is a bad thing and it would indeed be no reason to call someone out. It seems like illustrating a situation like that is an over-exaggeration to make the point more clear. Though I'm sure a few people like this exist; as with all exaggerations. But if someone is dancing in a sexual manner, or otherwise indicating with their body language and facial expressions (best would be language though) that they would like that sort of attention then that would be consensual viewing. Doesn't mean touching them or making overtly sexual comments is also consensual therefore. I think its best to reserve these types of things for people whom you know and have an understanding of/have talked to about their boundaries. To avoid hurting people overall.
