That is... mostly true? The details are a bit more complex, but I don't think they explain in the anime, you'd have to read the books. Short version: most magic users aren't that powerful and need tools to help them, but some don't. Mary Sioux is somewhat of an example of the latter group, though she might just be blessed, it is hard to tell. Regardless, the ones who are naturally powerful are even more terrifying using tools and technology. Also, Tanya *does not* have more magic power than anyone else. In fact, she is roughly average in general and slightly below average for her own battalion. The Relic - literally a god blessed piece of tech - that she uses allows her to store mana externally, which means that if she uses it her mana is effectively only limited by how much time she has to prepare. The downside to this is that the Relic influences Tanya's mind and possibly can straight up control her, so she tries hard not to use it.

technically she doesn't have to pray to use her magic, but if she doesn't then she only has access to a fraction of it. also to answer darnell's question on how the technology works, there are 3 main basic components to tanya's equipment (layout and style differs greatly for other nations): 1. the computation pack - which is a large bag strapped to the front of the mage, it carries the entire analytical computation core of the equipment and is responsible for all of its advanced systems from targeting to power regulation, the core works on the same basic principle as a mechanical computer. it can be augmented by option packs that are connected to it via wire and strapped to the mage's back, the most common option pack is a long range radio transceiver. the bulk of its space is occupied by large power cells that act to store vast amounts of magic energy, but in tanya's case its been removed to conserve weight since she has virtually no need to store magical energy due to her enormous internal energy reserves. 2. the propulsion pack - typically a type of magic based gravity repulsor that keeps the mage airborne, it works via thermal displacement superheating the air below it to produce lift similar to a jet engine but without directing the heat into thrust. the concept is based on the opposite theory to the leidenfrost effect known as the klein effect, just as steam can act as an interim barrier to repel superheated substances, highly localized air itself can act as a superheated barrier to repel cold atmospheric air and therefore create lift (works in much the same way hot clouds rise and form into storm clouds). the power for this pack is fed directly from the computation pack, which is why there is a large thick hose connecting the two components. 3. the magical gem - a standard issue magical gem is simply a focus that allows a mage to hone their magical potential into usable energy, it bears very little functions other than this. however tanya's magical gem is an experimental prototype that houses a secondary computational core which is capable of augmenting the amount of magical energy that can be drawn out from the mage, under normal circumstances this would kill the mage as the gem can very easily drain all of their magical reserves and consume their life-force, but in tanya's case since she has such a huge reserve of magical energy the gem's appetite can never actually keep up with her. nevertheless it is able to draw a vast amount of her magical energy at will to be used in nuclear level magic. if you're wondering whether the guns have any magic in them, no they dont. they are just ordinary guns. the ammunition is also quite ordinary. the reason the hit so hard when a mage (and especially tanya) uses them is because the main magical power these mages have is to enchant their weapons with magical power, transferring magical energy into insane amounts of potential energy. once released the potential energy converts into kinetic energy and depending on how powerful it is, it can even undergo a fission event and split hydrogen atoms in the air. (which is how tanya is capable of nuking people) mages in this anime dont actually know much magic beyond what they are taught in the military, mostly shielding, propulsion, and enchantment. thats it. it is believed that ancient magic was far more advanced and versatile, but that the magic in their time period was simply a crude rediscovery of the once dead art augmented heavily by technology.

God intruded first. He wasn't cursing god till god butted in. Then he simply pointed out that he cannot be the all powerful Christian god,because he himself mentioned that he is having trouble managing that many souls. He kept pointing out other such holes in gods story. God threw a hissyfit cuz his ego was hurt.

Added note:- Tanya's magic reserves and strength are way above most other mages even before she gets given a 'blessing' (or curse, as she calls it), and that 'blessing' makes that 100x stronger, practically putting her into 'one girl army' territory. You know even form this when she is utilising her 'blessing' as it makes her eyes go form blue to bright yellow. The main reasons her battalion respect her is that she can hold her own, is a highly capable tactician and is brutally direct with pretty much everything
