Judging from the gorons second message (and what I remember from reading about the prototypes), I'd say the original idea is that you needed permission from Darunia to use the bomb flowers originally and this goron would block the way til you got said permission.

That explains this weird fence as well.

Warning, conjecture ahead: Originally the Bracelet didn't exist, according to beta text from the F-Zero X dump. You were meant to get "Darunia's permission" to use the Bomb Flower crops. Whether this was just an event flag or would be a physical item (written permission like Zelda's Letter), that was presumably what would make the Goron move. Strength being required to pluck the bomb flowers (which ultimately makes more sense) rendered this whole idea redundant; there'd be no reason for the goron to block you if you can't use the flower anyway, so it's likely that's the reason the feature was sloppily dummied out. This isn't the only weird thing corresponding to Goron's Bracelet, actually; despite the game implying the bracelet does nothing for Adult Link by graying it out, it's actually needed to complete Forest Temple. The giant push-blocks in the vertical maze room won't budge if you don't have the bracelet through sequence breaking or hacking, similar to the Silver Gauntlets blocks in Spirit Temple and Training Grounds. (Theres other pushblocks that behave this way in other dungeons, but the Forest Temple maze sticks out the most) This is actually important to know in randomizers, as the entire Poe route is more or less inaccessible in non-MQ forest temple if you don't have bracelet (without glitches, of course). The rando devs went so far as to change the UI so Bracelet isn't greyed out as adult for this reason, to make it clear it does still do something. (Of course, it's also required to lift bomb flowers and grass shrubs regardless of age)

My guess is that they decided to remove it to show the players that they can't pick up Bomb Flowers without the Goron Bracelet instead of just telling them and that would also explain why they swapped the text IDs as you'd need the tutorial one first but yeah, they ended up making it weird by doing those changes and in that way.

My child self never read the initial tutorials when you got new abilities, like in TTYD, I always got stuck at the stone pipe in Petalburg because I didn’t realize you could hold Koops in place. …yes, I was kind of stupid. But I was also like, five, I think?

another point for the gorons having originally been more like the zoras theory you got that door in front of goron city that looks like it should of been closed at some point that could of eventually been turned into the zeldas lullaby check to get into darunias room and the zoras river water fall zoras domain has the king blocking the way into zoras fountain and now theres proof that a goron would of blocked you from accessing dodongos cavern as well
