The Flare Gun used to be a bit better before Jungle Inferno. The old arblast used to have the same trajectory when used, making it easy to land a second flare and get a crit. The Eureka Effect used to only teleport to Spawn, and it was severally broken in the boss mode (VsHale/Freak Fortress). As that mode only generates small ammo kits to prevent Engineer from camping infinitely, the EE would fully restock you with full metal.

Hearing pyro complain about soldier is really funny because he is pretty easy to counter. (Usually) Scout: Get the high-ground with your double jump and be as unpredictable as possible. Wait for them to run out of rockets, and then kill them. If you're behind them and they don't know you're there, kill them. Soldier: Just be better than the other soldier, I guess. Pyro: Airblast. If you have the phlog, you're screwed. Demoman: Sticky traps, or aim good with pipes. Heavy: Don't let them out of your sight. Engineer: Use the wrangler or short circuit, sure, it probably won't kill them, but it will stop them from shooting at you (or your team). Medic: Bring someone else with you. Medic cannot fight soldiers. Sniper: Sniping. Spy: Got no tips for this one. Be good at diguising, I guess? (or maybe use the kunai but I hate that thing and do not want to suggest it.) General tips: If you can't follow the other tips, wait for the enemy soldier to do something stupid and either 1. Put himself in a disadvantage. 2. Kill himself with fall damage or self-blast damage. 3. Get killed by another member of your team. That should help you counter soldier. I do not have many hours in TF2, so I'm not sure if this is effective, but it might help.
