No wonder he felt like a monster to fight as of recently, I remember going against him for the first time a while back and even though I was sucking because I didn't know his attacks, it wasn't really all that bad

And with no lyrics in that music, he is already well past the trash talking stage and has gone straight for the jugular to kick ass and take revenge.

Remember, the turtles were already turtles when they came in contact with the substance. I don't think it turns you into an animal I think it just makes you stronger and potentially smarter

Mutation has been described as highly unpredictable so the real answer is...Shredder got very, VERY lucky with his mutagen RNG.

@@justataco1776 this shredder fight in particular came's from "the secret of the ooze" film, where the mutagen only enhances the subject innate abilities like it did to shredder there, . It's somewhat odd, considering almost everything else was taken from the 80s cartoon (where the mutagen indeed turns people into mutated animals.)

In the 1987 cartoon the rules of mutagen are that you mutate to be like the last creature you touched, which is either humans turning into animals they touched or animals turning into humanoid forms from having touched humans. Strangely it never happens that an animal turns into a different animal they touched, but i guess that'd make crappy action figures. In the movies and comics though the 'ooze' just mutates you unpredictably into a buffed out enhanced form, sort of like super soldier serum. It's almost always animals that are mutated but in the specific case of super shredder we saw that on a human it hulks you out. So the answer is that Shredder's mutagen uses movie rules. Which makes sense I guess since it's green like in the movies, whereas in the cartoon it was always glowing pink. IIRC this is the first time in a video game that super shredder uses mutagen like in the film, usually he uses a mystical or technological source of power to turn into super shredder, probably specifically because the cartoon's rules for mutagen were so different from the film he originates in. Mutagen also doesn't really explain why he gains psychic/ki abilities.
