Zaire in 1974 would have to be one. Anyone who saw their qualifying campaign and African cup of nations know they can play the game very well, yet at the tournament itself they were very poor. I will give you a notable examples: 1.Czech Republic in 2006: They qualified to the World Cup for the first (and only time) after being divorced with Slovakia. They still had good talents like Nedved, Smicer, Koller, Cech, Rosicky, and Poborsky. However, they finished third after losing to fellow debutant Ghana and eventual winner Italy, with the expectation of topping the group easily (given that Italy was plagued by the football scandal that year). 2.Portugal in 2014: Before winning Euro two years before, Portugal with Cristiano Ronaldo endured their worst campaign. They failed to beat Ghana by a huge scoreline and Germany only won narrowly to USMNT, resulting in an elimination for CR7 team by goals scored. 3.China and Saudi Arabia both in 2002: To date, those Asian teams still remained as the worst World Cup team ever with this year's host Qatar. During that campaign, China and Saudi Arabia always lose their games and conceded heavily (9 and 12 goals, respectively) and didn't even scored at least one goal.
