As has been mentioned numerous times, the Scary Snowman is probably the best of the giant papermache jump-scare pranksters. He has honed his craft for over a decade!

Scare Tactics was my favorite prank show. The half rat/half man midget one is top tier, as with the bigfoot/RV, and the construction worker eaten by something. The funniest internet viral jump scares I've seen are 1. Dude jumps out a trash bin with mask and another student decks him out of reflex. 2. Dude set up a prank on his lady at home using the "Saw" doll on a tricycle, she got so scared and drove off.

These guys were probably inspired by the scary snowman pranks, Jay Karl if I recall correctly. Those guys created an enormous catalogue of videos over several years, so if you want you can probably find a good compilation of their best pranks.
