Being a cinematographer in india I can say yes its hard to get permission here but let me tell you most of the time even if you have permission somebody will appear from no where asking for permission papers and waste the inadequate precious time

You can just make a looped one hour version of the last 20 seconds and it'll be a good first lesson for anyone.
