I built a PA-10 with one of their 20" stainless barrels and while it's exceptionally accurate and soft shooting like the one in this video, one thing it isn't is light: it's coming in at 13 and change with a Primary Arms 3-18x on top and a bipod on a PRS Lite stock. It's been relegated to bench duty for 100-1000 yards for that exact reason (but it does that job very very well.) I'd bet this one is coming in between 12-13lbs like you said.
