I've been piecing together what treyarch has given us right. so basically what happened was that in that specific timeline they all just happened to be there instead of the marines. it's a bit funky but the same thing can be applied to reality. have you heard of the Mandela effect? It's when things are altered but you remember them a different way. this is pretty much just like that, except in their cases they're the ones that took the place of others rather than them remembering things differently. just displacement in a broken space time.

The Boss1234567890 the guard never dies, they killed weasel in the real world then were sentenced to death when they died they are stuck in a loop where every time they're overrun with zombies and die, their memories are erased and they start over. Brutus(zombie guard) is there only to act as authority so that they don't break the loop because if they do, they can escape.

That would make sense except that Nikolai isn't the only living person in Gorod because there are planes flying around and trying to kill the dragons so others must be alive and the zombies weren't meant to be in Shadows but their eyes are yellow so that can't work because just like in Shadows in Revelations the Shadow Man brought them in.
