Read the lore behind Ahri, it gets even more interesting. In Korean mythology, there is a nine tailed fox creature that eats peoples livers while they are still alive and in Japanese mythology there is a nine tailed fox creature that is a trickster and possibly mate.

I think it’s more of the higher ups that decide that. The art team just draws what they’re requested meanwhile the lore team has to come up with a better story than the higher ups started thinking of.

why is there no 'Ahri - the eight-tailed fox' skin, which represents what would have happened to her, if Hirin succeeded. They could change more than just the removal of one tail if they want, because currently there is no information on that topic.
