I would assume that it could most likely be purchased by anyone with enough money to pay (for a new RZ-2 A-wing interceptor, that would be 190,000 New Republic Credits). Even if that specific A-wing is owned by the Resistance/Republic, it is conceivable that she might be a force sensitive with some sort of grudge, but not specifically a member of the Sith or Jedi orders.
