Woodbury was more loyal to the Governor, but Negan was more loyal to the Saviors. Negan had rules for the Saviors, because they were his project. The Governor meanwhile had few rules for Woodbury and even less for those patrolling the wall because his project was Penny, not Woodbury. Negan had to have his throat slit, his allies defeated and no hope of rebuilding to give up on the Saviors. The Governor gave up on Woodbury for simply failing to kill the Prison. On the flip side, the Governor (at least at the upper level) was only betrayed by Andrea and Milton, whilst his guys remained non-hostile even after watching him gun down the citizens of Woodbury. Meanwhile, Negan was dealing with hidden rebelliousness from the start with Simon who eventually betrays him, and Dwight who's loyalty was built on torture and fear.

It's like the gods - they take what they want, everyone works for them, no one can say differently, because they work for them, and therefore for Negan. The Saviors have tons of weapons, their own bullet factory, use walkers as a fence, use outposts, they have a land border, communities, in general a whole system that Negan did not complete. Woodbury is a strong community for its size, but they don't stand a chance against the Saviors.

Woodbury got messed up when they attacked the prison is s3 and they had more members and firepower, they even said "That was a slaughter" and that they'd only kill biters whilst The Saviors enslave communities, slaughter people, have a whole lot more members, firepower and basically anything else The Saviors would win easily.

Interesting I'd say The Saviors due to the amount of members but possibly Reapers considering they slaughtered an entire community despite having less then 20 members
