Fallout has made its name as a post-nuclear game set in the decades after a nuclear war, but what about all the chaotic years before then, what would a Fallout game set at the beginning of the apocalypse look like?

I was thinking along the same lines Multiple locations set over a long period of time and while you're in those locations you are able to explore freely, Scavenging supplies that could help boost your base and allies, but you have a priority objective to secure a very specific resource or piece of technology

Or even an Xcom like FPS light RPG set entirely in the first and third person... You go from a privte in the first act fighting in Alaska till you level up to sargent over a corse of branching missions like Ace Combat and helping around the base... to aback home as an intermission helping around the naborhood till the bombs drop and you are thrust back into milltary life in Act 2 with your spouse and 2 kids staying home. Then you have to rescue them then on to the second intermission where you time jump with each mission till 5 years later when you realize this is home now and act 3 it's 10 years since the game's plot started and in your settlement a divide has developed between people who want to stop being US milltary and those that still do.

Having the protagonist be a member of the national guard, sent out on missions into the wasteland would be great for open world. They send you out, and its up to you how much you explore and interact with the world. You head back to hq, a couple months pass and they send you out again. Then you are able to see your effect on the world

@@giovannicervantes2053 I think the best way to work that would be the protagonist is a marine and the game tracks them fighting in China, with a flashback to an old buddy left behind who ends up joining the National Guard. Part of the emotional beats of the story could be seeing the friend change, an emotional anchor for experiencing the hellish chaos unleashed by the nuclear bombs.

this is one of the things I always wanted about Fallout, not only because I always wanted to see the world before the end, see Boston, Washington and other cities full of life, but also because for me at least, Fallout doesn't give a good idea of what it was like to live in the last few days we can follow several stories about how things went wrong, of course, but they don't show much seriousness and concern in the big picture, thinking about the blackouts, the riots, unemployment and etc... we know that all this existed but it doesn't stick much in your head when you imagine pre-war life, I think a lot more about nuclear cars :p This is why I like the video about the what if the war never happened because it makes us think more about the crisis.

That was the most disappointing part of Fallout 4 for me. I wanted more time in the old world. Just a day would have been enough and it could have been optional for impatient players. But I’d have gladly paid for a DLC set in the old world before the bombs dropped. The shining cities, nuclear powered cars, boots and planes. The abuse of the government, military and corporations. All of it. I’d be less interested in just after the bombs but it would probably be fun to play.

Love to know more about the pre-war World. I know it's heavily based off of the 1950's and early 1960's. But that doesn't explain what life was actually like. What was it like for the average American? Was it all sunshine and rainbows? Or a darker reality with propaganda and fear of the unknown?

This sounds like a very good novel or comic that could tie nicely into the universe. Idk about a game, though, since Fallout as a linear story game is too much of a departure from the post nuclear rpg we know and love and god knows bethesda can really only make one thing at a time. A novel provides a lot of freedom from the gamey aspects (like an open world, tanky pc, ect.) and since its a novel you can tell stories apartment from the games. Also, if we’re talking about secondary media we can establish main characters with rich and fleshed out personalities. If it’s a novel you could really play up the horror factor in ways only literature can by describing events, creatures and characters just enough so that a fair bit is up to the imagination rather than a buggy bethesda engine and limited sfx budgets. Another pro is you can emotionally describe events, for example, the horror of a nuclear mushroom, the exhaustion of running into a snowy forest with hunters behind you or even the grief of losing a loved one. You’d really only be limited by how good of a writer you get/are.

I figured that in the end of the game, you would end up in a locked down bunker. A situation similar to Vault 111, there would be a food shortage and the military personnel would turn on each other as well as raiders and creatures breaking in to the bunker as well as radiation levels increasing in the bunker due to the constant break ins or a simple broken ventilation unit. More or less, a scenario that is a mix between Vault 111, Hidden Valley bunker, and the Whitespring Bunker.

I mean the fallout universe was pretty terrible even before the Great war its pretty easy too imagine how it got even worse with raiders and such. The US government flew from the country prior to the war and set their HQ on the oil rig in west and the rest set out in bunkers across the country i believe, BoS was formed from ex us soldiers and they also set out in a bunker. Besides them theres really no any group like them in terms of age of establishment and it is strange. USA was a big militarised country, well probably the chaos was so large that people really couldn't form any form of faction due to chaos or the devs really didn't thought about it.

Most of the military seems to have been absorbed by one or the other, at least if we assume the comms satellite stuff used in 76 was used elsewhere, assuming they didn't desert/'retire' from being government-owned soldiers, such as the ones who join Foundation during the Wastelander's questline. If I were to hazard a guess, there's likely many groups descended from them or other government services that we simply haven't seen or don't think about. - The Responders almost certainly had a few in their ranks (they had at least one, assuming Hank Madigan was military pre-war,) and organizations like the MInutemen and Desert Rangers probably had a component of National Guard or former Army/Marines in their founding members. - Many would have joined the Brotherhood or got scooped up by the Enclave. - Organizations such as the Gunners, Talon Company, and Hellcats are likely at least as entities descended from old military units. It's often said that the only difference between a soldier and mercenary is the number of zeroes in their paycheck, so it's highly likely a large proportion of them simply formed their units into de facto mercenary outfits and just kept going as they had or joined up with such organizations. - The bulk likely just... Deserted. Went home, became raiders or otherwise just otherwise got on with thier lives assuming they survived the war. Sure, some still had jobs to do, but even so once it was done, that'd be it. As an example there was likely a sizable number of sailors and marines on Mt. Desert Island who likely just integrated into the Harborman population since there wasn't any point in upkeeping a facility and submarine they no longer had the means to upkeep.

Not telling us much about the pre-war world was the point in the original games. A big theme of OG Fallout was that the old world was forgotten, barely a memory, and the wasteland had to forge its own history and identity, because the old world destroyed itself. A common criticism of Fallout 4's story is that it showed the pre-war at all.

I'd like to see a version of the FO4 settlement system, but implemented on a scale where it impacted the story. Oh, you've built a thriving community? Here comes the tough times. Having to deal with who you're letting in and who don't. Your settlement getting raided by desperate survivors or newly-born gangs of raiders, maybe even rogue military units. "one and only purpose would be to show a world absolutely devoid of Hope" I'm not sure that works or even if it would be a good ending. Fallout, for a series of games set after a nuclear holocaust in the blasted, irradiated ruins of the U.S., infested with monsters and raiders and mutants and worse, it takes a surprisingly optimistic view of human nature and people's ability to stick together and make things better, especially taking the games canon endings into account. Mankind struggles and despairs, but in the end, there is always hope that they will make something out of it.

I think starting as a Soldier is too predicable. Maybe being one of the people who didn't make it to the Vault in time and being locked outside would be more interesting. Since you start with typical civilian skills, you have to learn actual survival skills as you go (level). If you started as a soldier you would already have all this knowledge, on top of the military equipment that would be issued to you, which gives you a huge leg up compared to the average person. If you really want to go this military route, have the military conscript you when the situation becomes absolutely dire.

Nothing would be more surreal than walking over decaying corpses in the streets, shadows blasted onto every wall, and instead of friendly walled communities to rest in and resupply, there are simply "safe-ish" spots that several other possessionless refugees of the old world crowd in agony. Instead of factions, there could be random mercenary groups that stuck together through the war, very sparsely around the world. They can team-up to fight for a shared goal, but that doesn't stop them from facing off when times are desperate and survival forces them against eachother. All of this would work to kill the typical fallout experience, where after a few hours the wasteland hardly seems like a threat. You have to give players enough to feel like something matters in the world, but at the same time keeping everything constantly changing, getting worse, and leaving you hopeless and counting every bullet for most of the playthrough (still giving ways for people that just want to power-trip to do what they want, but more like gambling in the early games where anyone who likes the struggle can just ignore it)

The most difficult part of this would be making decisions feel worth it. We know what the world is like 200 years later so the actions we take may feel useless and futile. The way to rectify is to probably slowly making nation building move to a local/state level oppose to a national one. Trying to hold together what remains of humanity in whatever town or city the game wod be based in. Its why I think DC isn't the best setting, we've seen what Washington becomes in fallout 3 and so any actions we take may feel completely useless. Of course, maybe that's a good thing, maybe that'll add to the game, every decision we make, it's useless, we cannot save what is already lost. So, who knows.

I think it would be great if we had a fallout FPS/action survival game. More of a focus on a character driven story and less of an open world RPG type of story. As much as I like Fallout, the fact that the player (besides F4) doesn't have any character outside of what you give them does limit certain literary options. I think it would be interesting if we got a Fallout game in the same formula as Metro Exodus. Yes, there is an open world but more multiple, smaller open world maps instead of one vast map, you can make choices and there are multiple endings but nothing too drastic. As Omega said, a linear story with some branches but not a full on RPG like Fallout normally is. Not to mention, with the bombs dropping fairly recently, Metro Exodus would be a perfect example of how you could have survival mechanics without them getting in the way of the game. You could collect gas mask filters, food and water for the military/survivors, etc and these resources could unlock more content back at the base camp such as idk cosmetic choices, currency for new weapons or supplies, etc.

Set it in Chicago, perhaps. Make it somewhat linear to start, but really more an experience like New Vegas. You're dealing with pre-war factions-- the Enclave (who won't even talk to you), local Government (who'll collapse or overthrown), the Military (turn into a brutal junta or collapse), the Church (turn into a theocracy), and many other local organizations (a college, militia, various charities, seedy businesses like government contractors & strip clubs) and disorganizations (looters, raiders, scavengers, merchants, and survivalists). And yeah, at least early on, very few "natural" threats-- just some wildlife (brown bears, black bears, moose, feral dogs, escaped zoo animals) and a whole lot of ghouls (mostly ferals & marked men, but also some "saner" ghouls). Soon after you see various recent radiological evolutions (bloatflies, mole rats, radroaches, giant scorpions, geckos, giant ants, etc) and then some pretty scary ones (Centaurs, gulpers, and many other horrors too wild to ever survive their wasteland) before finally evolving to the worst of the worst by 2080 (vicious yao guai, radstags, perhaps Enclave-bred deathclaws, etc). As for tone, every faction must fail in some pretty big ways. Only the Enclave will definitely survive. The Church is likely to make it (requiring active and repeated sabotage to actually kill, generally being a kingmaker or seizing power to run a theocracy). The Military might become a brutal junta but those days are also numbered (lacking the manpower & resources to do much more than barely survive the nuclear winter). The Local Government will either be overthrown (by the Military, National Guard, Police, or its citizens) or collapse on its own (once food, medicine, ammo, or manpower is depleted--well before the end of the nuclear winter). Regardless, the gangs, raiders, tribals, various cultists, etc will takeover at least for a while.

Now that would indeed be grand, but I'm affraid bethesda isn't the studio for such a demoralizing and terrible experience (they seem to be more into the 'jolly good show !' kinda mood) Another one I'd be very curious to see but which lacks directions and so could end up quite bad would be a Fallout set in Europe which would make for a brand new experience as the survivability in this part of the world would be estranged by the lack of Vault-Tec, Fev, BoS and many of the American Fallout items.

I gotta say this. This isn't a rant, it's something that I feel everyone needs to read about this. It Could be the first fallout game to make actual usage of the Civil Defense faction. Something that utterly baffles me to no end why literally no one (apart from me) talks about Civil Defense in the fallout universe. We see it in posters strewn across the buildings in The Capitol Wasteland, Mojave Desert, and Commonwealth, it's main governmental forces of trying to keep a hold on the world is in Appalachia--although blatanly ignored to just say "the U.S. Government made it" because that's technically correct. It's been featured in the trailer of Fallout 2, in which they basically cut up an ACTUAL Civil Defense PSA film and upscale the graphics and re-narrate. Yes people will say "The NCRA was created a day or two before the bombs fell, so it is Civil Defense" but really this comes from people's lack of understanding as to what Civil Defense was here in America. It had elements of Vault-Tec, such as instilling a nation wide project to build fallout shelters to survive the aftermath of an attack; it has the regulation, overall ability to achieve a goal and protection of it's people that the US Military had, It's drive to be entirely for the protection of Humanity in any disaster scenario whether it be nuclear or not that First Responders have, and so much more. No, it wasn't all "propaganda of a cartoon turtle ducking and covering being shown to kids". In fact, it wasn't even propaganda, Civil Defense worked hand and hand with the U.S. Government with nearly every single nuclear test the US ever did before the mid 60s to find out the basics of how Nuclear Detonation and it's radioactive effects work, and much more. It's beyond mind blowing that NO fallout game have has tried to actually incorporate any legitimate Civil Defense lore into the games, although it's clear as day it was still present in 2077 before everything went to shit.

Cool beans, Omega. I think it would be neat to put part of what goes down at Mariposa in those days, right before and after the big bada booms, that lead to Maxon starting the BoS and what would lead to the Master and Harold eventually. Maybe have it as a chapter, in a game of chapters. Where the player isn't one character through the whole game, or is but through some writing mechanic 'lives the lives' of those during the war at different locations and times throughout the game. Maybe the character finds the 'Central Vault-Tec Zax "Accumulator" - The central processing computer that all computers from around the country dumped to before all communication was cut off, that cataloged every happening and can reconstruct events through the use of the good ol' Memory Lounger ala Kellog's memory trip or Operation Anchorage. Just some ideas.

That's a great idea and always was dreaming about a game with that type of concept. Set during the time before the zero hour, during and immediately after the cataclysm of apocalyptic size, showing us the unimaginable chaos in the modern society, everything burning with people fleeing, fighting and killing each other in other to surive and with player taking decisions in order stay alive. Resident Evil 2 was that type of game and it was good, I really hope that more devs would decide to take that aproach and evolve it into something bigger, hell it could even be a great multiplayer game with factions and roleplay! Thank you for the video Omega and you do good as always

Absolutely and a great idea, first half of the game you play as a young US soldier fighting on the front lines in Alaska (Gen. Chase makes an appearance) and then as you push China out of the region you get sent back to mainland America for R&R. then as your about to get redeployed for the push into mainland China the bombs go off in October with you surviving that from within a vault underneath a US Army base. Then second half of the game is you as that same soldier emerging from the vault 20-25 years later and dealing with the reality of the destroyed world around you. Maybe shying away from the RPG aspect this time around but definitely keeping the game open world

I always loved the idea that, by Bethesda’s marketing touch, it’s all just a simulation made by Vault Tec to entertain and prepare people but marketed towards vault dwellers, specifically. The world could be in a much different state or the war could’ve not happened at all but the only indication of the scope of the simulation is the pause menu background being a Vault Tec screen so you could be anywhere experiencing it, at any time on any in universe system; even in a hardened Fallout shelter during a nuclear exchange on a special VR computer. I’m still torn on this for a game where you can change how things go just because you have HOI4 TNO but nothing really changes changes because events that show developments before the apocalypse being a blessing or a curse are guaranteed to pop up depending on what country you were playing.

I always liked Fallout because of the hope. No matter how bad things got, we could always make it better, learn from past mistakes and rebuild. My favourite example of this is in Fallout 76. We know that one of the main reasons for the great war was America's inability to share fusion technology with the Chinese. Had they done so, then China might not have invaded Alaska and the escalation might not have led to nukes being fired. The Settlers and the Raiders find themselves in a similar situation regarding the gold. Will the player choose to share these resources with his enemy in a spirit of good faith and mutual cooperation? or will they choose to horde the resources for themselves and thus repeat the mistakes of the past. I chose to learn from the past and break bread with my enemy, which led to them becoming allies with me. Now there is peace in our time. This is what I love about this series and is what keeps me coming back to it.

I don’t think you understand what makes fallout so special. It’s not purely about, “oh the worlds over!! We gotta save everyone” like that Chernobyl show. It’s about the people and mutants after the war, how the world would be long after the bombs dropped. Sure it’s very dark and atmospheric, but it balances it out with humor and goofiness say how stupid of an idea some of the things they come up with. It’s not about before the war (that’s just cool background stuff that may effect a side quest) it’s about life and people afterwards.

(TL;DR at the bottom) Section 1: FALLOUT SHOULD NOT TAKE PLACE PRE-WAR This is just my two-cents, but I feel like making a Fallout game (at least a canon one) set before the war would ruin the whole Fallout world for me. I feel like our view of the Pre-War world **should** be only through small glimpses at logs and from anecdotes/stories. This POV is core to the Fallout universe in my opinion, in every aspect of the games. In its critique of modern society/the human condition in general, it removes us (the audience) from the present and pushes us into the future. By doing this, it instantly puts us in a reflective mindset; we ignore at least some of our prejudices and biases because the situation makes our brains disconnect from our specific present and connect with the Fallout world's present. This is usually called immersion. I'll call it "submersion" for the rest of my comment. The submersion in an imagined, obviously sci-fi future does even more to remove us from our present view of politics and shit. Besides taking us out of our time, it also takes us out of a lot of our context. For example, have you ever even seen a computer as huge as the ones in Fallout, *in person*? No, you haven't. Things like that take away our context, the thing we rely on to keep ourselves above the metaphorical water. But that's just discussing the message of the Fallout franchise itself. And that can't be the major draw for everyone, so here's the second aspect of the games: the gameplay loop. The gameplay loop of Fallout has always involved a lot of combat. Even in Fallout 1 and 2, it was heavily involved in your gameplay. As the Fallout series has grown and time has passed, it has become more and more combat focused; Fallout 4 was, sometimes, a glorified shooting gallery. So how would you apply this combat-focus in the mid 21st century? Through a military. Most likely a military that led directly into the decimation of millions upon millions (if not billions upon billions) of people. And how would they make this fun? By glorifying the military, and by glorifying war. Whether or not you think me saying "military shooters are glorifying war/the military" is some SJW bullshit, if you analyzed what games like COD or Siege or any other military-style-shooter leave you thinking in your head, you'd agree with me. I'm not saying "COD makes u wanna kill Iraqis" or whatever. What I'm saying is, you play as a soldier murdering other soldiers (or non-soldiers sometimes) and you're thinking "Wow, this is fun!" And that's an issue when the whole message of the Fallout game, one that I'd like to preserve, is "War is suffering, and it will always be suffering. But hope is always right in front of you; its in the people around you, and in yourself." That's fine for COD, or for Siege. That's the game. As long as you understand those thoughts are in your head, they won't have much weight on your life *ever* because people can sort reality from fiction fairly well. But Fallout is not a game like that. Fallout glorifies combat, sure, but unless you're pretending to be some vapid Rome-fetishizing r4pist you aren't really in a military. You're fighting to keep the Legion out of the Mojave, or the NCR out of the Mojave, to save your Vault, to save your tribe, or something like that. Sure, you may align yourself with a military from time to time, but the game never says: "Hey, bub. You're fighting for the good ol' US of A," the general paused, as if waiting for something; and then, as if it had been trained, an eagle let out a patriotic screech from the heavens. "That means you're fighting for freedom! Now go murder some folks!" There's usually a much more complicated relationship between the player & violence than, "You're a soldier, go kill some terrorists." Sure, similar things are said about Fiends and you hear military-types talk that way about their opposition, but you're an outside observer to it. If Fallout just straight up put you in the US army, or the Chinese army for that matter, you wouldn't really be an outside observer and you wouldn't really have agency. I guess what I'm saying is, you'd be like one of those generic gruff protagonists in a COD game. Section 2: CONCLUSION AND SHIT BUT, if the game showed the final days of the war through cutscenes or something similar and then put you into a crumbling, nuked world, I think the agency, indeed the personhood, of your character would remain intact. And it wouldn't be glorifying the war, which as I said would fuck up the Fallout message. It would instead be able to point out issues with the Pre-War society that aren't apparent through the magazines, pop culture, etc. that we see around all of the games. And that could be cool. Also the guns would probably be more pristine and they make cool noises. TL;DR - Setting a Fallout game before the Great War would ruin the overarching themes of Fallout, and it wouldn't be able to effectively distance ourselves from our current present to allow our brains to process the Fallout universe separate from our own. We'd project our ideas onto it a lot more. But if a game was set right after the war, that could be interesting.

As for story structure I feel like a huge chunk should focus on characters. Have the player spend time with their squadmates and unit so they feel like a family while also being tempted to desert to try to find your own family. And of course throw in dark moments where looters and bread rioters are shot, shit right out of shows like Threads where people are being shot and people are starving

I'd like to see something similar to this. Only with an American soldier that is in China when the bombs go off. The gobi desert could be an untouched area right after the nukes fell. So your character would have to make his/her way through the gobi desert back to the closest city center. The closer you get to the city/cities The more the devastation becomes clear. Fall back into the Gobi and things are frozen in time essentially. Which would force chinese citizens en masse into the gobi as well. Kicking off our fallout: Final Days game.

I can see this. It would add on to the already established lore, and service as a fallout prelude. Also I think the story should have multiple branches of different settings. Like you choose where you want to go. Like Washington DC Seattle San Francisco Boston Chicago or Denver. This way the story is linear but the player can play different settings and issues unique to those settings. Ultimately, non of the choices you make will even matter as again everything turns to ash and yourself will be lost to time. A forgotten memory.
