I came across a few sample questions for speaking Q3 where the question focuses on only a part if the material we read or heard. In such a case, do we dedicate all our 60s to focus on the topic specifically asked or do we still summarize all the information that was given in the text and audio?

Hello sir I gave TOEFL two times, and I am using your temples, strategies. I did include all transitions and I tried my best to complete my answers at proper timings. but still, I am getting 23 in speaking.
