Various members of the community. There are quite a few people who spend a very long time building these tracks for people to race on.

They take place inside of guild halls. You'll need to be in the guilds or in a party with someone in them in order to play on them.

The wooden track pieces aren't crafted. They can only be obtained by racing on the official beetle tracks. Each track piece costs 25 medallions and you get 10 for getting gold on a track. IMO that just makes it more impressive.
