I don't think the only difference between the 820 and the 309 is onshore/offshore. A huge difference is the fact that the 820 lets your partner live and work in australia immediately after applying while the 309 would make you wait until the 309 is granted for your partner to come to Australia. So for long distance couples, they would have to resort to Visitor Visa -> 820 or WHV -> 820.

We got our Partner visa for my Jamaican husband (yae, great), yet he wasn't allowed to board his flight in Jamaica last month - either airport mistake or airline issue, still trying to find out ! Hello, my partner is on the the temporary partner visa 820. It's coming up 2 years since we applied.
