'Treated like animals’: He allegedly kept patients in unsanitary home, brokering them

Robert Kayongo is in Arizona with ties to California, but now he’s linked to healthcare fraud, reportedly making at least thousands of dollars off vulnerable Native Americans.
A deal involving eight patients would have made Kayongo more than $30,000 a month. But, that deal was made up by special agents and ultimately led to the pastor’s arrest.
FOX 10 spoke exclusively to the facility that says Kayongo offered clients in exchange for cash.
It’s a half hour before noon on Aug. 31 outside a Dunkin' Donuts in Chandler near Riggs Road and Arizona Avenue. 53-year-old Robert Kayongo is met by special agents with the Arizona Attorney General’s Office just feet away from his van.
A probable cause statement says Kayongo wanted to meet there to close a deal with someone who actually was an undercover agent.
Investigators say Kayongo is a patient broker in a scheme targeting vulnerable people who need behavioral health treatment, offering food and housing at unlicensed sober living homes.
In this scheme, as long as a patient is enrolled in the American Indian Health Program under Arizona’s Medicaid agency, their ID is used to fraudulently bill the state for therapy services rarely provided.
But, what would Kayongo admit to investigators about the alleged business he ran outside of church hours?

This guy knew what he was doing, buring things in all of those LLCs. It's ironic and sad that someone's who is an immigrant is hurting Native Americans. Hiding behind God only makes it worse for me

But the thing is our government, state, leaders are letting this happen. Look you don't have to have an education, background in addiction, therapy, anything. They literally get in it to help themselves straight to the bank. Robbing Medicaid, other big insurance. But the people that wait, hope, having the courage to get help are the victims of this horrific crime. But how many more are there? We have a despite need to have treatment facilities. But with this kind if monster and people not wanting them in their neighborhoods we are going no where. We need stand up people that honestly want to help others with professionals. And hey I bet if you are a successful, educated person you can figure out how to make a dime while literally changing, saving lives each and every day. Every one keep digging there are so many being let down, taken advantage of. But we all are allowing it. Thanks for the story.

Ive been in several group homes with my family. And have been in shitty places before. Where went never went out and was placed at home. We needed mental health help my kids needed it. They told us we were. SMH.

They have some of these homes in Tucson too. They give them a room and no counseling and take their benefits.

Those "Sober livings" are party houses and the manager/staff will not let you self discharge even if you hate the drinking/using that goes on there. I literally had to break out the window when the manager/staff weren't around.

I Think Fox 10 could do better reporting than packing this story with generalisation , opinion and only scanty facts. Pls think about the domino effect and other prejudice such reporting would occasion to Mr Kayongo..... obviously the counts reported will collapse because they don't match the facts ...unlicensed premises, asking for facilitation to collect those needy souls in order for them to access and partake of Arizona health benefits, shouldn't constitute a conspiracy to defraud...unless Fox saw claim forms submitted by the Bishop...and proof that no medical was given to these patients.Pls do some self censorship to avoid damage claims on your media house ( Whereas the public takes free offering of biased sensational reporting, it is the media house that gets to pay, not even the reporter ).

At least he helped these people off the streets and provided them with shelter. It sounds like a racist scheme to marginalize African businesses. A lot of hospitals bill for services they didn't provide. Some even charge way too much for unnecessary procedures, and they don't get this much attention. Lawyers advise patients to ask for itemized medical billing statements .
