I think the basket ball court at 29:30 was eventually built because I saw pictures of it when it was finished online. It's the Uhuru basketball court at 4368 College Ave, St Louis. When I looked into it more I discovered that most of the basketball courts are in the eastern part of the city which is historically a white neighborhood, and the western part of the city which is a historically black neighborhood doesn't have many of them in their parks. (This is known as "the Delmar divide.") So there is a rationale behind "building another basketball court" even though the city has many of them, because they aren't necessarily in convenient locations, and tend to be in wealthier neighborhoods. However, even if there are tennis courts but not basketball courts in the western half of the city, there are still Confederate monuments erected in the middle of those parks after segregation officially ended.
