I'm interested in your idea of waiting for disaster to happen and then being ready to use UX to the rescue so that people value it more. I do agree that, if they don't they need it, hard sell won't be effective. But if they have a problem, and UX can solve it, they would not only benefit, that could become a case study and advocate for UX. Can you talk more about this idea of building a team of usability tester in a low maturity company? I found myself contracted at such a company and would like to understand what assumptions, and what resources and influences needed to do so. Build a team, break up the team and send them to other departments, and then have them as UX advocate.

Your mileage may vary but in my experience I've always found it easier to push against an open door.
