If your hero rank is not maxed to general, you won't get the fragments to use it to upgrade their skill. It will automatically be used to upgrade your hero rank. You can't opt to upgrade the skill instead of the hero rank

the issue is that you need to take the heroes to general, and for example with jeb u need to spend shitload of general frags. That's why for f2p going for gen 1 is good
