The term “genocide” was coined during the Holocaust to describe the intentional attempt to destroy a national, racial, ethnic or religious group, and was ratified by a United Nations convention in 1948. In recent years, the accusation of committing genocide has been thrown at Russia and Israel, Sudan and China, Myanmar and the Islamic State. What does it take for tragedy to become “genocide?”
