That flag was part of Aragon before the union between the Kingdom and the County of Barcelona. So it isn't actually related with Catalonia.😂

It depends on where you live, in my town there are some independentist movements that make some meetings now and then and they do use them, although I believe I have seen more of the preautonomical ones (The one which has the Generalitat's emblem on the blue strip) rather than the estellada ones. The perception of catalan people or politics here is also tricky, in some places and political associations catalans are seen as brothers (Mostly on the independent or marxist side), while in others they are seen as the enemy (Mostly right wing).
