Most of the smugglers are just smuggling the drugs for money, they don't even know how SG laws work on smuggling drugs. Yep, they have no clue that they would face death penalty, every week, there would be one trying to smuggle drug into SG, most come from African countries.

Don't think bringing in chewing gum is an offence. Cos we are allowed to Chew gum just not allowed to sell. For shopping above tax limit they will ask for receipts. If don't have they will google the price. How they know who went shopping probably see bag or luggage size. I kana before they cut open the box of my purchase and see the item inside.
