For the buckle on the nursing cover try getting a vehicle seat belt cover to wrap around it.

For the buckle on the nursing cover, they have those cushion things you can velcro onto bags around straps so that they give you shoulder more padding (also probably have something similar for seatbelts). Get one of those to go around where that plastic bit is and it might help alot, especially if you like that nursing cover and are going to be using it a lot, small (and I imagine also cheap) adjustment to make it much more comfortable.

Since it just the buckle that bothers you why don't you wrap it with the bandage the sticks to it self, that they use after a shot at the doctors. It come in colors.
