It doesn't make sense because it was revealed later on in the story that an Uchiha only had to experience an exceptional level of grief or rage to awaken their MS. A lot of Uchiha only murdered their best friends to awaken a pair of MS because it was the easiest way to experience that kind of grief.

Not only that, they got to have to have 2nd to 3rd to get to at least mangekyou sharingan. So if he started with 1 tomoe sharingan and try to end his best friend, he gotta do the experience twice.
