Given enough time she may be able to build an android and or android army able to take down Beerus. The androids are said to have "infinite energy" and so you would only need to find a way for the androids to safely use that energy without destroying themselves.

She could likely replicate it to a degree but it is suggested that it’d be inferior to what Gero was able to do. I honestly think that given Bulma's Main-Character armor, she probably could do anything scientific should the writers need it. BUTTTTT I'm going to go out on a limb and say that Bulma probably wouldn't be so keen in making cyborgs. That's genetic manipulation - experimenting on living people. Something that can be seen as immoral, and as crazy as Bulma can get at times I just don't see her going down that road unless forced to. I think a lot of people forget that "Android" is a mistranslation that we're now stuck with. Bulma would make a robot, she wouldn't make an cyborg.
