160 years ago today, President Abraham Lincoln and General George B. McClellan clashed over questions of grand strategy. How should the Army of the Potomac attack the rebels in the spring of 1862? On February 3, 1862 the two leaders exchange a series of messages outlining their competing visions. The stakes of this debate--and the consequences that followed--will dictate the course of the American Civil War. The Peninsula Campaign is destined to be the largest operation of the entire war, pitting strength against strength in the clash for control over the Confederate capital of Richmond.
Today on Little Wars TV we step back in time to hear from Lincoln and McClellan in their own words, setting the stage for our most ambitious video series to date. How did the Peninsula Campaign originate and why? Join us next month, March 2022, as we embed ourselves with the Army of the Potomac on its march to Richmond. McClellan had the right idea and Grant's successful 1864 campaign was functionally the same plan; i.e., to get around on the East, using the James River as a base, and flank Richmond from the south. It wasn't the plan but the lethargic execution that doomed McClellan.

It wasn't the lethargic execution that doomed McClellan either, it was the rotten incompetent war mongering corporate railroad lawyer Lincoln that withheld thousands and thousands of troops, an entire corps i believe to bolster the defenses of Washington from a non-existent threat. Lincoln had promised McClellen that those troops would be sent to reinforce him and they weren't. McClellan felt he didn't have enough troops to defeat the rebels and guard his supply lines, and he was probably correct, the CSA had almost equal numbers to McClellans Army on the Peninsula and they were entrenched in strong defensive works.

@@winstonsmith8482 McClellan imagined Confederate army to be 200.000 strong, he dilly-dallied for a month on siege of Yorktown which negated any chance of surprise and allowed Johnston's army to arrive to defend Richmond. He wasn't present on the battlefield for Battle of Seven Pines and Seven Days battles which is unacceptable for a commanding general of an army. McDowell's I Corps wouldn't have arrived in time for Seven Days battles travelling overseas so nothing would change and if travelling overland it would be separated from McClellan's army and possibly attacked and destroyed isolated leaving Washington insecure. Let's not forget that Jackson was roaming free in the valley and Fremont and Banks did little to contain him. Even if he had I Corps he would find another reason not to attack Jonhston's army. During Antietam campaign he had all the plans for Lee's divided Army yet he gave Lee enough time to gather his forces and then when he finally attacked he did it piecemeal Corps by Corps, instead of overwhelming him with numbers. Even at the end while Lee hanged by the thread McClellan still had one full Corps in reserve. In short he was great organizer but his place wasn't on the battlefield. He didn't have stomach for all the killing and destruction. Lincoln was McClellan's greatest supporter for a time but even he had to admit that McClellan was a failure as battlefield general.

Yes, McClellan was a fantastic organizer and actually a top-tier strategist, but his operational ineptitude and quite cocky attitude have left him with a rather poor reputation.

@@Nitroaereus McClellan was fighting two wars at the same time. One against the Confederates and one against the radical republicans, and the war department they controlled through Edwin M. Stanton. That more than anything hindered his agressiveness.

@@tomislavstrinic9028 if it wasn’t for Allan Pinkerton the Army of the Potomac might have taken Richmond. He was the reason McClellan thought he was outnumbered. People always contrast Grant as being superior but he had the advantage of a significantly weaker Confederate army by then as well.

Looking forward with great enthusiasm to this project! I hope that you will highlight logistics considerations, as IMHO they drove the entire action of the campaign. Apologies for the long post which follows, but it's long been a favorite subject of mine: (1) The so-called "Urbanna" plan is not sustainable, indeed I'm not sure McClellan ever really meant to implement it (as opposed to using it as a cover story to get out from under the eye of Halleck). ACW armies the size of the AoP could not operate more than a dozen miles from a rail or water supply line - there's a mathematical limitation on horse-drawn wagon trains, both in the number of wagons available to the AoP and to the amount of their own load such wagons consume (in fodder, which is by far the largest line item in ACW supply considerations). The capture of West Point by itself is meaningless - yes it is a railhead but without locomotives and rolling stock that doesn't mean anything. (2) The James was closed as a supply line due to the CSS Virginia (the Union knew of her refit as an ironclad as early as October 1861). (3) This leaves using the York River to support an advance up the Peninsula from Ft Monroe as the only viable plan. This in turn means that the campaign MUST come to a halt when the advance reaches Yorktown. Individual naval vessels can "run the gantlet" between Yorktown and Gloucester Point, but not so the slow supply vessels carrying the 600 tons per day of supplies required by the AoP. So the opening stages of the campaign were preordained to play out always as they in fact did - rapid advance to Yorktown and then a siege (McClellan's ideal form of warfare - remember that he had been the U.S. Army's official observer at Sevastapol). (4) As a wargame, I recommend starting the campaign with the Confederate abandonment of Yorktown on May 4th, 1862. It's only from that point that there is any possibility of deviating from the historical script (except perhaps the possibility that the Union might have assaulted and taken Gloucester Point which might have hastened the fall of Yorktown). In the end, it's all going to come down to big battles as Lincoln seemed to instinctively understand. The AoP was nowhere near large enough in 1862, compared to the ANV, to invest Richmond.

We ARE including Hampton Roads. And we'll be gaming the action on location, at Hampton Roads! We used a new set of rules called Dawn of Iron by Mike Haught. We downloaded them from Wargames Vault (super affordable) and they are very much a beer & pretzels, fast-playing system. We'll have a full rule review video to go along with the wargame where we talk about what we like (and a few things we don't like) about the rules.

The Confederate forces around Richmond at this time were very well supplied and operating at their full strength. The Confederates had huge gun batteries facing Washington. McClelland probably figured an approach from the south would have placed his forces against less prepared positions and smaller artillery. But when a commander of Lee's quality took command, it was a game changer.

Looking back, I didn’t question why McClellan took a water route over a land route, nor did I think there was such a major debate about this at all. I’m excited to see how this is series is gonna go. Can’t wait to see it!

I love the voice actor you used for McClellan's voice! I can imagine that Little Mac might have sounded like this, with a snappy, smug tone. McClellan's plan did have some things to recommend it, and if it perhaps were left to a competent FIELD COMMANDER to pull it off, just might have worked. Sadly, the Union didn't really have any such competent leaders at ARMY level. It's hard to imagine exactly WHO could have implemented the plan. Really, if they could have found someone AGGRESSIVE, the Peninsula Campaign might have been a rousing success. Sadly, we'll never know for sure.

Taking the direct path (as Lincoln suggested) and maintaining a central position closer to the Valley would have been the smarter play...but no question, a general acting with great urgency and speed could have made the Peninsula approach work. There was a brief window--only about 10 days long--when McClellan could have steamrolled through Magruder before Johnston fully arrived to slow him up. It's hard to pick out a Union general in the East at this stage of the war who would have pressed ahead with that kind of speed.

@@LittleWarsTV That is true. There really isn't a lot to pick from, is there. Grant would turn out to be a real winner, but he suffered something of a setback at Shiloh during the period of the Peninsula Campaign... so that doesn't leave much BUT McClellan.

@@LittleWarsTV Only, if you take the direct, predictable approach, and apply McClellan's usual "slows" to the equation, what does that look like? I think the Peninsula Campaign went pretty well, until you factor in McClellan's "pace" and paranoia. What I want to know is, why does he bother to transport all these siege guns by water, and then abandon The White House as his base (when it features a direct rail line to Richmond, upon which the siege guns could be easily transported into position) at the first sign of Rebel activity (read: Stuart's 1st Ride Around The Union Army)? A James River "base" offered no such amenities to bring up siege guns. And, he didn't even TRY to fight for his base, or even shore up his flank. He just up-and-skedaddled at the *rumor* of Jackson in the vicinity (who was suffering some 'slows' of his own...)

I used to wonder about his pace of progress. It made me pause and think when I discovered McClellan was a young observer during the Crimean War. He saw the extreme hardships troops suffered when put in the field with inadequate provisions and materiel. It made me look again at his refusal to advance until adequate stockpiles had been landed. It's all fascinating.

@@HuntersFLGS I think much more telling was the fact that MacClellan managed to avoid being ON THE FIELD for every one of his Peninsula and Seven Days Battles, including on the day of Malvern Hill, where, if things went badly for the Union they could have been pushed into the James. Little Mac decided it was a better use of his time to take a cruise of the river with a gunboat captain instead of facing down Lee. I think, when it comes to *field leadership*, MacClellan was as far from a comparison to Napleon than anyone. His battlefield record (as opposed to his great record at organization, training and perhaps even planning) borders on cowardice in my view. Oh, and McClellan was pretty much "a young observer" in his battles, where he should have been lending a strong hand. Antietam being the worst example.

@@LittleWarsTV I am a fan - he loved the men and didn’t want to waste their lives. Apart from Johnston getting wounded Little Mac would have taken Richmond in ‘62 and been elected President in ‘64. Of course, Slavery would have existed into the 20th Century, so probably for the best the war went on until the north got more abolitionist

I once asked a park ranger at Monocacy national park whose side he thought McClellan was on. He replied quite emphatically, "He was on his own side!", or words to that effect. By the way, I've been thinking if I ever get to buy a boat, it'll be named "On to Richmond!".

Ah, the old quaker gun myth. The pictured guns are all, you'll note, facing towards the rebel encampment. There weren't many quaker guns, and none of the emplacements facing an attack had quaker guns as far as we can tell. Rather then were in the rear of the forts. They were soon detected by patrols.

Fortunately, we have ample primary source material to know exactly how many Quaker guns were found in early March 1862 between Centreville and Fairfax Court House. And we'll be using that source material in our series.

@@LittleWarsTV Indeed, and the story of them reached McClellan in late January. (ORA1 (5), 737, and if memory serves there are other reports). Those positions did contain guns until January '62. They were then moved to Cockpit Point for the Potomac Blockade. Rather than leaving the embrasures empty, logs were painted up and placed in them. Sadly, 1st Corps of the Army of Northern Virginia didn't report their number of guns, but on 22nd January 1,506 gunners were present. The Long Arm of Lee gives the ANV 175 guns in February. By battery count, a little more than half of these 175 guns are at Centreville proper

Hold them at the Peninsula boys! Richmond must not fall...yet! Since moving to the Peninsula several years ago, it's a shame to see that the campaign usually gets swept under the rug in favor of more high profile campaigns of the year like the Seven Pines and Seven Days. McLellans actions (or rather lack of action) on the Peninsula paved the way for all of those other campaigns and prevented the fall of Richmond early on in the war.

The AB Trust has been buying some property around Williamsburg and Yorktown related to the Peninsula Campaign. Unfortunately, not much land is left...

McClellan, of course, did not think highly of the Peninsula approach. He's had James Shields examine it in December, and the conclusion was that a siege of Yorktown (just the fort, the Warwick line was an unknown) would take six weeks. Hence McClellan thought it offer no prospect of brilliant results. Lincoln hated the Urbana plan. However, when it was voted on, 8 out of 12 division commanders supported the plan. Stanton then drafted an order, which Lincoln signed, creating army corps and then had another vote with just them. They had generally rejected Urbana, but they liked the Peninsula plan. They imposed the Peninsula on McClellan.

Some half truths in here--luckily, we have all of McClellan's personal and professional correspondence as historical records. And while he would have preferred Urbanna, he wrote at the time that the Peninsula approach would be the second-best choice. The expedition to Fort Monroe, while not his first choice, was not "imposed" upon him at all. Most of the corps commanders were certainly imposed on him (though he will soon appoint two of his own with less than ideal results), but the plan itself was his design. It was a plan with some good elements, some questionable assumptions, and some very poor execution.

@@LittleWarsTV There were a series of options considered. McClellan came down on Urbana, and brought the division commanders with him. They voted on this on 8th March and they 8-4 approved the Urbana Plan. Lincoln had agreed to respect the result of this vote, and so Urbana it was. However, Stanton wanted to scupper this. He drafted an order making 5 corps commanders, fourof whom were hostile to the Urbana plan (being the 4 who voted against it), and Lincoln signed off it it (omitting the assignment of divisions). Problematically, it assigned 15 divisions to the corps whereas there were only 13 divisions in the Army of the Potomac. Stanton thought Casey and Andrew Porter commanded divisions, but they did not. McClellan managed to make a 14th division for Casey from new recruits. Stanton then had four of the corps commanders decide what to do for McClellan. Their meeting started on the 12th, and broke up at 0100 on the morning of the 13th. They duly reported that they had decided on the Peninsula approach as first choice (Keyes having been persuaded by a visit to the Navy Dept - he personally preferred the overland route) leaving 40,000 to defend Washington (15,000 in the defences and a covering force of 25,000 - 5th Corps). McDowell and Keyes were personally in favour of an overland approach, and hence this was given as a second option if the conditions for a movement to Fort Monroe could not be met. What is amazing is that McClellan was actually cut out of the decision making process by Stanton. That McClellan preferred the Peninsula to the overland route doesn't mean he chose it.

It's already been played and resolved (and filmed)! But there's a huge amount of editing and post production work to do on it. You'll see the Pyrrhic War campaign this year for sure.

We played it last year and the folks on Patreon were involved in voting and received all the real time updates. They know what happened, how many battles occurred, and who won. Lincoln was SO ugly! 😂 And he knew it! He used to tell the joke, “Two faced?! You really think if I was two faced I’d wear THIS one?!” 😂 Proper intelligence and adequate leadership would’ve made either approach successful, overland or peninsula, that’s why both approaches actually did work. McClellan just got spooked and scampered off. But the union was WAY big enough to do either approach.
