Lowriding has been a part of Southern California and Chicano culture since the post-World War II era when hobbyists started using spare hydraulics from surplus aircraft parts to customize cars to ride "low and slow."
"Owning a car is the American dream," says Denise Sandoval, a professor of Chicano studies at California State University, Northridge. "Lowriding is a great example, just like hip-hop, of people using culture to tell their stories, to mark space in the United States, to say, 'This is what makes us unique.'"
By the '90s, lowriding became associated with crime and gang activity. There were also complaints that it was clogging major arteries and contributing to traffic congestion.
"You begin to see in the '90s, particularly here in L.A., anti-cruising ordinances," says Sandoval. "Black or brown men would be hanging out in the street…and the police could use them to crack down."
Vincent Palacios, who owns a car repair and alteration shop in Lemon Grove, has been lowriding since he was a teenager. He recalls when cruising was first shut down on Highland Avenue. "The police started harassing us…. They would actually measure [the height of the car] with a cigarette pack [to determine] if you were illegal."
In the past few years, Palacios has teamed up with other lowriding enthusiasts, including Jovita Arellano, the president of the United Lowrider Coalition, and her husband, Marcos "Rabbit" Arellano, to build political support for making cruising legal again. And they were successful: Last year, National City joined several other municipalities in overturning their bans, and the California Legislature encouraged cities to reconsider their policies and start working with the lowrider community.
To address the traffic issue, Sandoval says hobbyists have started collaborating with law enforcement to identify spaces for cruising that aren't a "public nuisance." State law still permits localities to institute bans, but there's a movement to change that as well.
"For me, lowriding is just enjoying going out on a nice day and hanging out with my friends and hearing great music," says Palacios. "It's a way of life."

I graduated high school in 1988 in a small town in Florida. Cruising was banned. Raised trucks were banned. Slammed cars were banned. Loud car stereos were banned. Loud exhausts we’re banned.

​@@WorldPowerLabsLoud is subjective. I use an aftermarket muffler for my sport bike, and not once have I gotten a complaint from a neighbor nor anyone else. Granted it was a Yoshimura which I payed hundreds of dollars for because it was designed for performance and not to piss people off. But to the EPA I might as well not even have a muffler because it's all the same to them. Vehicle modification is something that's unique to America and it should stay that way so long as it's not just endangering others on the road.

The government should ban cruising because it brings people together as a community. Everyone should have their face glued to a screen and have zero in person interaction. They fight much better with no basis of reality that might help them get a life and a community. Who wants people United in these States? Or, right….WE THE PEOPLE!

I was greatly troubled when I saw parents encouraging their kids to "cruise." We need pre-pre-pre-pre-pre-K, starting from when the umbilical cord is cut, year-long, 24/7. Monsanto can teach them about nutrition, Disney can teach them language, Microsoft and Sony can handle physical education, and Pfizer can teach them the proper dosages to administer to themselves every day.

Smoking isn't as popular now so they cant measure the car height with a pack. Now if your car runs over the hyperdermic needles on the street its ok. If it pushes them, you get a ticket.

It's really nice seeing reason showcase some of the more niche communities that are benefiting from less government. Techies, Car guys and so many more communities thrive when big brother isn't trying to control every aspect down to how low your car can be off the ground. Another group similar to low riders is the bobber/chopper scene, a lot of really cool designs and people involved. Sadly, in many areas these are impossible to build due to laws around modifying the frame of your vehicle and similar issues.

@@LynyrdSkynyrd.4Ever Yeah not too sure how it's actually done either. I just know when I went to renew my test it failed due to the modified frame. Mine was hard tailed, so it was likely very easy to spot the lack of suspension which I believe was the main issue.

I think I know why it was banned. It's because you live in CALIFORNIA. Not only do they NOT want you to cruise, but they don't even want you to drive a car with a gasoline engine. If you are a "good" citizen, they might let you drive an electric car. Otherwise, you are supposed to take public transportation.

If people want to show off their cars and tricks, go for it. Just don't get in the way of the public. Crafters can't just set up a craft show in the middle of the street of a major city whenever they want; a marching band can't create an impromptu parade in a shopping district.

growing up in Southern California close to the city of Santa Ana, I am very aware and familiar with Lowriders. Santa Ana is a city south of Los Angeles in Orange County. I grew up in the city of Orange, which is also the hometown of Mike Pompeo and the location of Chapman University.

Same reason the government screws with anything; because someone else is having fun, so they must fuck it up. We have an anti-cruising law in my area. If you pass the same place twice within 15 minutes you can be stopped and ticketed. It's really just another excuse to stop a vehicle in hopes of finding something arrestable. Stupid as hell.

@@BruceLee-xn3nn True, but the local investment in actively attacking it was more severe in LA. If you go back to the 30s, 40s, and 50s car culture in LA was supported by government and the people. It's certainly not true anymore.

We have anti cruise laws here even in the Midwest. I knew a guy who delivered pizza on Hwy 100 in MKE and he'd get pulled over all of the time because the cops saw him all night and they accused him of cruising.

3:50 This gentleman slips in "why pick on one style of car or one race" and doesn't think he's being manipulative? From this piece I gather the main issue was that they crawled slower than bicycles and congested public roads. So maybe they shouldn't do that and then nobody will consider it a nuisance.

I would ride down Whittier BLVD on Sundays. Late 80’s-early 90’s. It was a known thing. The cops would not hassle us for the most part. Little by little the things would get more rowdy. People with out rides would hang out and look at cars. But those people start “snapping.” So the police would start blocking off the Blvd to contain the crowd. By the end it felt like one big upturn. The stretch of BLVD just kept getting smaller and smaller. We couldn’t control are own kind. So of course the police stepped in. It was no issues for a while.

OK, so this activity is cultural, so banning it for being a public nuisance is racist. What public nuisance do other cultures participate in that needs to be banned so there's no racism? I mean, its 100% not my thing, I can use hydraulics and actuators to make much cooler stuff, but if thats what they wanna do they should be able to do it without interference. Just dont hop in traffic or where it could be a danger to others or cause you to lose control of the vehicle.

i miss cruising no low riders but tons of big cam muscle cars social media has pretty much killed it. we didn't have the police issues or complaints only time cops showed up was when we had to leave the parking lots at 11pm to make sure there was no trash which we took care of before we left.

I’m a car guy, and while my interests lie in hot rods, drag cars, and desert trucks, five minutes in with low rider guys or any other car group and we’re talking about this or that because we all love cars. Car guys don’t care who you are or where you’re from, it’s about the work, creativity, and engineering you put in it. The love of cars. The thing is, in this so-called “diverse” state, California hates anything the disconnected, old farts in Sacramento aren’t into. While hot rodding, low riding, drag racing, and much of the automotive aftermarket industry was born here when guys started coming back from WWII, and is an important part of our heritage, the state hates what it doesn’t understand. They want it on display in a museum, not rolling down the boulevard. California applies these BS laws not because of necessity or public best interest, but because some hand-wringer, who only sees cars as a conveyance, just doesn’t like the way it looks, sounds, or feels. It’s what I call “Mom law”, as when your mom forbids something not for logical purpose but because she just doesn’t like it. Foot down, that’s it and that’s all. A temper tantrum from those in charge who are not interested in anyone else’s wants, passion, or history. Unfortunately, some of the people in the hobby who participate in take overs, are only hurting our case and make us all look like a danger because the state sees us as a monolith. I’ve also ridden bikes almost all my life and our sport bike and dual sport brothers are not helping with ride outs that get out of control, or high speed rides on the freeway. We need to police our own, or the state is going to do it in ways that hurt.

Some of those cars are beautiful. Contrast this experience to Power Tour, criss crossing the US, celebrating the broad mix of old and new automotives. Nobody wins when exhibition impedes the broad public from commuting.

Its not like government regulations make many things safer. Look at motorcycle helmets, DOT test itself passes when its a lethal force applied to the skull... Like how is that a pass? Normally I would say "I'm no engineer but..." (however I'm an engineer, and I do consider lethal force applied to subject to be "unsafe"). So what was the answer? Outside organizations, SNELL organization, FIM racing, these far exceed any government certification, and it gives them a legitimate marketable advantage over the inferior designs so consumers KNOW its not just a Styrofoam bucket with some super glue and pretty stickers (because that would pass DOT most likely). How about SAE (society of Automotive Engineers)? They make some of the best standards, so good that even the US military uses that instead of MilSpecs for some things. MilSpec means "made by the cheapest bidder" (a joke amongst DOD contractors).

LOL "Lowriders" were "invented" in the late 40's early 50's with Mercs being the most popular.... and not by Hispanics/"Chicano Culture"... And the measurement of bumper height with a Marlboro/cigarette pack was started in the 1950s also. I know this because my father had a slammed 50 Merc that was lower than a pack of the Marlboros he smoked and he had old black and white pictures from the early 50's showing exactly that. I guess the old ground scraper custom cars of the 50's and early 60s are ignored now because they were built and owned mostly by Caucasians.... I once owned a 64 Impala with "lifts" but soon moved on to other cars/Hot Rods... I grew up in East Los Angeles where Hispanic Low Riders were prolific in the 70's... many of my Hispanic neighbors had them. In the 1970s Whittier Blvd was the cruising place for Hot Rods... then the police put in no U-Turn signs with anti-cruising laws and started harassing all of the Hot Rodders who soon moved elsewhere... Then eventually Whittier Blvd turned into a Lowrider cruising place. Law Enforcement was not as enthusiastic about harassing the Lowriders because they didn't street race like the Hot Rodders. Hispanics did and have taken Lowriders to a new level and most of the paint schemes are pure art on wheels. My favorites will always be the "Bombs"... old 30s Chevys but I never liked the crappy ride of hydraulics... I like air bags. Now I like "Ricer" Japanese lowered cars... Mine is an 87 Acura Legend... not like a typical Hispanic Lowrider more of a lowered racer. I'd definitely buy/build a 39 Buick or Chevy if I could find one though! I've always thought it was wrong to prevent cruisers from having fun but it's tough to fight the government. I'm glad these guys can now legally show off and cruise their beautiful creations. It should have never been illegal.

I completely agree, they shouldn't pick on just One race. Any car that is modified and makes it more dangerous than factory should be illegal to drive on the road. Only modifications that improve handling and braking should be allowed on the streets.

So any car that is slightly worn should be banned because it is now not as safe as when it was new? It could easily to argue how any modification could possibly make a car more dangerous. Put slightly bigger tires, bumper is now higher which may make it more dangerous for pedestrian. Lower the car slightly might make it more likely for another car to flip in a head on collision. More hp would make it more likely to spin the tires and loose control. Brighter paint might be a distraction to other drivers and this cause them to be distracted and more likely to crash. If you want to set braking distance standards and cornering g-force limits, I might be on board but to just say it can't be less safe than it originally was is a very subjective idea.
