I’ve read from the ol’ rumor mill online that originally Dratini and Dragonair were to evolve into Gyrados and Magikarp into Dragonite.

It’s based off a legend where is fishes jump over a wall? They become a dragon well I think.

There were a lot of koi fish that tried to jump over a waterfall. All but 1 gave up jumping up the waterfall. The 1 koi managed to jump over the waterfall and became a dragon.

This is why people usually have a koi swimming up their body with the dragon flowing down their body in tattoos and why you can find a gyrados flying around the top of a waterfall in legends Arceus.

also another fun fact. In 2009 in an article in Japan about gyarados' type. Fans asked why is it water/flying? Well in gen 1 before the games release gyarados type was water/dragon and the developers thought it was too overpowered because the only dragon move was dragon rage. So gyarados would have no weakness. Plus there were no fairy types in gen 1.

It’s a reference to the Japanese myth of Kazama Kiryu, who swam up a waterfall in order to kill his brother and earn the title of “the Dragon of Dojima”
