Well same reason why Indian Navy acquired MiG29K as IAF too had MiG29. IAF has Rafael F3R with India specific requirements, so Rafael M. Also MRFA tender will be probably a split between F35 and Rafael F4. We need something to counter J20 by China.

Probably because the Hornet comes with end-user conditions - US won't allow nuclear weapon integration. And no-use against a particular country.
