Everyone starts at the same price (well, car model and age affect the initial price for everyone), bonuses go in five years up to 80% discount of the original prices, and only thing that can reduce your bonuses is if you have car crash and you are the guilty part and your insurance company has to pay the other party's damage.

Not a cop here but in order to shoot they need three things proximity, capability, and intent. In other words are they close enough to attack you, are they capable to attack you, and do they intend to attack you. So to answer your question once he was reaching for the gun the officer had the right to shoot him

In real life the officer would've been within his procedural rights to tase the suspect after being non-compliant to his initials orders of him to stop moving/walking. He wouldn't have been able to shoot him until he started reaching for his weapon in the glove box.

Look up what happened to Andrew Finch and what happened to the officer who killed him (nothing). They are legally allowed to kill you, for no justified reason, even in your own home, even if you aren't moving and have nothing in your hands.
