the threats are considered assault; the actual injuries are considered battery. So, telling someone what you are going to do to them is assault and actually doing it to them is battery. From what I understand, there has to be intent to kill for it to be attempted murder. In my opinion, our "justice" system is broken.

my sister worked as a dispatcher for a week or so and she said the staff of all women were very toxic and mean to her. She had to quit because of the bullying. Watching all these videos with rude dispatchers makes perfect sense to me.

I was reporting a crime 3 years ago here in N.Ireland.. I got talking to the cop, he was a nice guy and he told me that an animal like this guy had beat his GF up so badly the cops did not know if it was a female or male when they first seen her, she was unrecognizable, the case went to court obviously and the judge let the man walk free with a small fine...!!! This "liberty thingy" we are going thro is worldwide at the moment, well, in the "free world"..!! WHY?????

Exactly. SHE is the reason many don't give proper information, become agitated long before police ever get there, and do the exact opposite of conflict resolution/de-escalation. She needs to go. Dispatchers who talk like that to callers, that is just who they are. Training will never help, they just need to go. They do more harm than good. No...not most. lol 5% of all dispatchers MAYBE lol. There's often ONE out of an entire PSAP that is a stain like her. Some PSAPs could have hundreds of call takers and tons of dispatchers (fyi smaller areas have dispatchers that are also call takers, most major metro areas though have separate call takers and dispatchers). So...don't shit on the other 95% of great men and women who are on the other end of the phone just because there are shitheads,@@stargazer2042.

A beaten, disfigured victim having a fractured skull and arm, a swollen head is made to walk to an ambulance, which must not have people who can push a stretcher on wheels up to her, check her vitals etc.? So many things about how the cops acted was so weird and off-putting. Remarking that it had taken a long time for the caller to make the 911 call while faffing about themselves for ages. Threatening to send in the dog when they had been told a beaten woman was being held against her will, AFTER they already got the suspect out of there. The language used in general, calling the victim a "chick". Joking around outside. Keeping the kidnapper right outside able to talk to the victim. Not even trying to help her walk to the ambulance. Ugh, just bad all around.

You gotta see it from her perspective. He’s an unstable individual with a violent history and potentially has access to your security cameras. You have elderly parents and a small child in the home. If you call 911 right then and he’s watching there’s a good chance he’s coming through that door and annihilating your family. So you play it cool, go about your routine, send your kid off to school where it’s safe and secure your parents. It’s nasty work but if you had to choose between a strangers life or your kids, you’re picking your kid. Any parent who says otherwise is lying.

I have to say, I didn’t see all that until you pointed it out. But I did notice some other things though. Like when the one asked if she had been tied up and the other said that he didn’t ask. All he did was get her info. What the hell! You’ve got 12 officers on scene, and not a single one could stop to ask this poor girl what happened to her?! It’s outrageous, frustrating and just plain maddening! Their jobs are to protect and serve, not stand about and gawk at the victims! What were they thinking?! After everything she went through, that was the last thing she needed! 12 officers just standing around like it was a show put on for their entertainment! And to hear one say, “I’m glad we stuck around for this one, geez.” was something I can’t even begin to comprehend! It’s unfathomable that police would behave in such a poor manner! I don’t care how little action they see on the job! That was uncalled for! Shame on any one of them that didn’t take this seriously and act in a professional manner with the utmost respect and compassion for the victim!

Yes that is true, but there are loopholes. Ppl are forever filing lawsuits against the criminal justice system, and quite often, they win a lot money when it’s something that could’ve been prevented. So there absolutely may very well be something that can be done in this girls case. They just need to get a lawyer that will dig for those loopholes. And let me tell you, suits like these usually have very large payday. Lawyer jump on this shit fast if it holds water! I think this one probably would too considering the criminal history and his background. It would most likely be a large payout if they can get it in front of the grand jury or the Supreme Court.

To make sure that it was safe for the family. They may have needed him to calm down so as to be unsuspecting when the cops arrived. He would have been on edge when they found out, t hours later he might think they had not notified the police and he was in the clear. Point being: sometimes you have to play things by ear and tread carefully. They could keep an eye on the garage to see if he was leaving and call the police then as well.

It’s not the police department that’s letting him go. It’s the criminal justice system. The judges are the ones giving him these tiny ass little slaps on the wrist and then just letting him go. The police can’t trump what the judges decide. And I do agree that a lawsuit absolutely should be filed. But not on the police department. The criminal justice system is what needs to be tried on this. They’re the ones that knowingly put him back out on the streets after having already committed this same heinous crime twice already prior to this! And yet they went easy in him both times! It’s unreal and quite frankly deplorable! These judges are just as guilty as he is!

This was my thought as well. They were helping him out by letting him stay there, but they found out he had a girl that was beat to hell and had no idea what to do. Even their story didn’t make sense. Why are you waiting HOURS? Why would you NOT change the passcode? None of it makes any sense, so either they are dumb as hell or they were LETTING him stay. Why they would be friends with a violent offender like this when they have THREE vulnerable people in the house (parents and child)? Imo they were aiding him.

I worked at a call center and after several months I became quite apathetic. The thing was though I had to remind myself that even though I hear 100 calls a day, that person is only making one call and it’s much more intense for them dealing with a real problem on their life that day. I think some people in these call jobs are able to regulate their apathy and empathy better than others, and I think this dispatcher needs to work at that.

Just horrifying... that poor woman. The officers were being nice to her and everything, but they looked like they could do with some more training on how to handle a victim in that scenario. Even basic things like ensuring they quickly got her to a warm location or getting a blanket for her, as she was clearly freezing in that garage, and informing her as soon as her attacker was off the premises.

You are absolutely right! I’m not saying that the cops were bad guys per say, but they definitely could have been more compassionate and treated the victim with a little humility. I can’t even begin to image what she must have felt after going through all of that, but to sit there and have 12 officers running around like a bunch of rookies surely couldn’t have helped matters. Like you said, they absolutely need more on the job training. Some of them just looked like it was exciting for them, and some like it was a show being put on for them. It seemed like only 1 or 2 actually took it seriously, but still fell short.

It was very clear that Chloe was NOT able to safely walk out of the garage, and down a long concrete driveway -- she was stumbling around and not one of those damn officers lent her a hand. Shame on all of them. Prayers for Chloe. Edit: Thank you for the replies below that present another perspective. Rather than jumping to conclusions, I was very triggered b y the video. Truth is, a friend of mine and her child were kidnapped by a man I knew, and he killed them both. Please understand how trauma can be like a spring, always replenishing the pond.

Thank goodness the homeowners discovered who was in their garage and after seeing how beat up the woman was called 911 for help. Speaking of 911, I was taken aback by the dispatcher. I'm Canadian and I continually get angry at the American justice system for being way to lenient for serious offenders. DUI get 3 months suspension or just a couple of hundred dollar fines. Even on 2nd or 3rd offense. Killers get life with parole after 10 years. But if the smoke weed it's like the worse crime. Police work hard but the judges throw the charges out or give them a slap on the wrist for serious crimes.

Yeah the officers’ language and demeanour towards the woman was off, referring to her as a ‘chick’ and laughing in the background. It took them waaaay too long to adjust their tone to something appropriate for a traumatised victim ffs!!!

Medics were great - they clearly have a bit more training and sensitivity with victims than the cops. In Australia, police undergo training in trauma-informed practice and mental health, after too many incidents where the wrong people were handled roughly. It has made a huge difference to policing here and the public’s trust in police.

You know our Justice System is fucked when someone can have multiple kidnapping charges and somehow be out on parole. The judges and DAs need to be held accountable and tried!

I thank God that she survived. Im sure she is physically healed, but she will definitely need years of therapy. Im so glad her child didn’t lose his/her mother.

Skull fractures can take 3 - 6 months to heal. Even physically she's not healed yet with more months to go 😥

The way Chloe was treated by the police makes me sick. She deserved so much better. She is a strong survivor to walk out of there. I hope she has a strong support system and a safe place to heal from the trauma of this. wish I could give her a hug poor baby

Threatening her with the dog was really bad in hindsight, but at the time I don't think the officers fully knew the situation. Did they know for sure they were dealing with the victim at that point? Maybe the threat was still uncalled for though, I don't know. Other than that, they seemed nice to her as soon as the situation became clear.

I don't think the officers knew she was a victim at first. They did not know who was in there, what was going on. But they needed to change course once they realized. They were outside laughing while this poor girl had just been thru hell. The story doesn't add up. The couple is not telling the whole truth

These cops’ professionalism level… bafflingly poor considering how obviously traumatized this girl is…even the 911 operator was oddly rude. the legal system will hopefully not put him right back in the street 3yrs from now given that’s his schedule: 2011,2014, and 2017 were his past kidnappings
