If you were immobilized by an injury, and then recovered, the government took it back once you had recovered. Interesting little car!! Love your channel!

The plate of grass is actually for Nowruz celebration. Nowruz is an old Persian tradition which we celebrate on the first day of spring that begins our new year. We put wheat sprouts (the plate of grass) amongst other stuff which each represents different things like food, money, health, ... So because Azerbaijan used to be a part of Persian empire, they celebrate Nowruz too. The date of this video suggests that it was about 20 days before Nowruz, so they are preparing the celebration.
