Why do police know it's a random shooting?

The urgent requirement is the periodic sanity check of gun owners twice or thrice in an year, that is what needed. People goes through tough times in their life, they face lots of difficulties and downsides in their day today life, they struggles with emotional breakdown and tragedies, thus a responsible gun owner today can become a deranged sociopathic mass shooter in future depending upon the mental breakdown scenarios he is dealing with any of family, system, relationships, career, health, job and other unforeseen aspects. Thus, a periodic (like at least twice in an year) scrupulous sanity check is a necessary for gun owners to prevent these tragedies. System can't find these mentally disabled people, they have to seek and ask for the help.
