That is one of those things people say that just keeps getting repeated, but falls apart the moment you think about it for half a second. If that was the case that is 100% the fault of those who hired them, trained them and supervised them. I have been in charge of hiring and training people before, if I couldn't get them to understand the job, well, then I wouldn't end up hiring them... And If I were so clueless that I didn't even notice that people didn't do their jobs, that would also be on me :) What would be a more accurate statement is that 90% of people know exactly what their job is, but 80% of them are trying to find out how little of it they can do and still get away with it. And that's fair enough if you ask me, in this abusive garbage economical system.
